Schedule

This position is eligible for a hybrid work schedule, with a minimum of three (3) days in-office based out of our West Sacramento office and two (2) days working remotely.

 

This role facilitates in-person policy development workshops throughout the state of California which require overnight travel that can be for 2-3 days consecutively about 2 times a month; amount of travel is subject to change.

 

Summary

The California School Boards Association (CSBA) is seeking a knowledgeable and detail-oriented Policy Manual Consultant to join our team. Under the general supervision of the Senior Policy Manual Consultant, you will provide policy manual drafting, development and consulting services to school districts and county offices of education throughout California. In this role, you’ll engage directly with board members, superintendents and staff to interpret educational policies and regulations, draft technical content, lead training workshops and support governance through high-quality policy services; performs a variety of other duties as assigned.

 

 

Essential Duties & Responsibilities

  • Perform complex analysis and consultation to support the development, drafting and revision of customized school board policy manuals for TK-12 school districts and educational agencies.
  • Facilitate policy development workshops and provide one-on-one consultative services to district leaders.
  • Participate in the drafting, reviewing, development, revision and formatting and maintenance of CSBA’s sample policy manual.
  • Monitor, track, review and analyze state and federal legislation and regulations related to educational programs and trends and makes recommendations to school boards for updating and maintaining district policies and procedures.
  • Respond to technical inquiries from CSBA members and staff through various communication channels.
  • Represent CSBA at workshops, conferences, trainings and public engagements as a policy expert.
  • Provide project management support, including calendar oversight, meeting coordination and report preparation.
  • Collaborate with policy support staff to customize and produce district policy manuals.
  • Travel frequently throughout California to provide on-site policy consulting and training, including overnight travel.
  • Develop and maintain collaborative relationships with key external stakeholders.
  • Perform other duties as assigned.

 

Qualifications

  • Bachelor’s degree or higher in education policy, public administration, political science or related field.
  • Three (3) to five (5) years of progressive, responsible experience in policy analysis, research, or program management, preferably in educational, nonprofit or legislative settings.
  • Knowledge of the structure and function of school boards and county offices of education.
  • Knowledge of federal, state and local education laws, codes and administrative procedures.
  • Knowledge of principles of education program development and implementation.
  • Techniques of policy writing, technical communication, and training delivery.
  • Office software applications (Microsoft Office, document collaboration tools) and standard office equipment.
  • Effective communication techniques for providing customer service and collaborating with stakeholders.
  • Ability to draft, analyze, and present complex policy and regulatory information.
  • Communicate effectively with diverse stakeholders including board members, superintendents, and government agencies.
  • Lead workshops and deliver professional presentations to large and small groups.
  • Prioritize and manage multiple projects with accuracy and efficiency.
  • Interpret, apply, and ensure compliance with laws, regulations, and internal procedures.
  • Travel frequently throughout California, including overnight stays.
  • Effectively manage time, set priorities, and meet critical time deadlines.
  • Promote the mission and values of the Association through portrayal, living, modeling, and exhibiting the Association’s commitment to integrity, collaboration, excellence, accountability, innovation, and respect; use tact, initiative, prudence, and independent judgment within general policy, procedural and legal guidelines.
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of performing duties and responsibilities.
  • Ability to be in an office environment that is primarily sedentary, in a controlled office environment with moderate noise levels and no direct exposure to hazardous physical substances.
  • Must be able to sit at computer for long periods of time and have the dexterity to access, enter, and retrieve data using a computer keyboard or calculator, and operate standard office equipment.
  • Employee must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds.
  • Possession of, or ability to, obtain a valid California Driver’s license by time of appointment.
